Vietnam Proposes Full Ban on Vape & Heated Tobacco Business
Việt Nam is considering a sweeping ban on all investment and business activities related to electronic cigarettes and heated tobacco products as part of a major revision to its Investment Law. The proposal, aimed at protecting public health and controlling emerging addictive substances, was discussed at a session of the National Assembly Standing Committee on Friday.
The draft law seeks to add e-cigarettes and heated tobacco to the list of prohibited business sectors. This aligns with a National Assembly resolution from November 2024 that called for a nationwide prohibition on the production, trade, import, and use of these products. Deputy Minister of Finance, Nguyễn Thị Bích Ngọc, presented the draft, which also aims to streamline broader investment procedures by shifting from ‘pre-licensing control’ to a ‘post-check’ mechanism.
While the National Assembly’s Economic and Financial Committee welcomed the reform, its chairman, Phan Văn Mãi, suggested considering limited exceptions for production solely intended for export or for specialized purposes like scientific research. In response, Deputy Minister Ngọc stated that the Ministry of Finance would coordinate with the Ministry of Health and other relevant agencies to carefully review the proposal’s practicality before final submission. If approved, this measure would represent Việt Nam’s strongest action to date against new forms of tobacco, reinforcing its public health stance amidst a global rise in the use of these products.
