Researchers from the University of Groningen and Leiden University have presented a comprehensive study to the Dutch Parliament evaluating new, non-tax tobacco control measures. This initiative responds to alarming increases in national tobacco use, a surge in youth vaping, and the spread of illicit products.
The study, commissioned by the parliamentary Committee on Health, Welfare and Sport, assesses the legal feasibility and practical limitations of various interventions under current European Union law.
To combat this growing public health concern, the researchers evaluated several policy options, including:
- Price-related (non-tax) measures
- Comprehensive sales bans
- Medicalization approaches for tobacco products
- Deposit schemes specifically for electronic tobacco products and vapes
- Stricter regulation of product characteristics
The findings stress that immediate further action is critical to protect public health. The researchers also urge policymakers to ensure the EU legal framework can accommodate, or be actively developed to support, these more ambitious regulatory measures.
