UK Disposable Vape Ban: Hot Air or a Slow-Burn Success?
The UK’s landmark ban on the sale and supply of single-use disposable vapes, which came into force on June 1st, was implemented with two primary goals: to curb the alarming rise in youth vaping and to reduce the significant environmental damage caused by these throwaway devices. Months after its implementation, the effects are beginning to emerge, sparking a debate on whether the ban is a decisive success or if more comprehensive measures are needed.
For some young people who started vaping as teenagers, the immediate impact seems minimal. Chloe Jennison, 20, told reporters she had “not noticed a difference” in how young people were using vapes, suggesting that accessibility remains a key issue. She believes stricter regulations on flavors and packaging, as proposed in the ongoing Tobacco and Vapes Bill, would be more effective. “Mine is purple and blue and the colours and flavours draw you in,” said 26-year-old Shelby Brown, echoing the sentiment that product appeal is a major factor. However, 18-year-old Chantelle Adamson was more skeptical, believing that “young people want that attention” and will always find a way to follow trends like vaping, regardless of bans.
On the environmental front, the picture is mixed. Initially, waste management firm Biffa reported a 3% rise in the number of vapes incorrectly mixed with general recycling in the three months following the ban, finding an average of over 7,000 devices per day at its sites. This suggests that stockpiled disposables were still being improperly discarded. However, community groups are seeing positive changes on the ground. Jayne Eaton from Scunthorpe Litter Pickers reported “a big reduction” in discarded vapes, from picking up 63 in February 2023 to now finding only one or two occasionally. “It is a lot better,” she said.

Public health charity Action on Smoking and Health (ASH) believes it’s still too early to definitively judge the ban’s impact on youth vaping rates. Deputy Chief Executive Caroline Cerny acknowledged a “valid concern” that some new, legally compliant reusable vapes look very similar to the banned disposables and are available at similar price points, which may not incentivize a long-term behavioral shift. She maintains that the ban will have a more positive effect when combined with the other measures in the Tobacco and Vapes Bill, such as restrictions on marketing, flavors, and retail displays. “If we’re really going to tackle youth vaping we need many more measures to make them far less appealing to children,” she added.
The UK government reiterated its commitment to protecting youth, stating, “While vapes can help adult smokers quit, non-smokers and children should never vape.” The full impact of the disposable vape ban, and whether it’s a decisive blow or just the first step in a longer campaign, will become clearer as the additional regulations from the Tobacco and Vapes Bill are implemented.
