UK and Sweden Lead EU on Tobacco Harm Reduction: “Vaping is 95% Safer”
Public health expert Dr. Mark Tyndall, a professor at the University of British Columbia, has urged the European Union to follow the “smoke-free” examples set by the United Kingdom and Sweden. Speaking at the World Nicotine Congress (WNC) in Brussels, Tyndall criticized current EU policy revisions as “regressive,” arguing that Brussels is ignoring the life-saving potential of safer nicotine alternatives. He highlighted a pivotal shift in the UK, where 2025 marked the first year that e-cigarette consumption surpassed traditional smoking.
The UK Model: A Strategic Shift to Vaping
Tyndall projects that within a few years, the UK market will consist of 80% vapers and only 20% smokers. This transition is driven by a deliberate government strategy to offer smokers a “healthy alternative” that eliminates the harmful chemicals responsible for lung cancer, strokes, and heart attacks. “If you vape, you can rest assured that you will not get cancer,” Tyndall stated, emphasizing that his research confirms the efficacy of the UK’s harm reduction program. He contrasts this with the situation in the Netherlands, where he observed widespread smoking and anti-vaping propaganda, calling the approach “ridiculous” given that cigarettes are the primary cause of death.
Sweden’s “Smoke-Free” Success and Tax Logic
Sweden remains the only EU member state officially classified as “smoke-free” (defined as <5% smoking prevalence). Tyndall pointed to the tangible health outcomes of this status: Sweden boasts 15-16% fewer cancer cases than the EU average. He argues this is “solid proof” that eliminating combustible tobacco directly reduces cancer risk.
On the critical issue of taxation, Tyndall proposed a risk-proportionate model. Since vaping is estimated to be 95% safer than smoking, he contends that taxes on e-cigarettes should be 95% lower. “If the way to prohibit things is to make them inaccessible, and if cigarettes are cheaper than alternative products, people will continue to smoke,” he warned. The expert concluded that legislative decisions must prioritize individual health perspectives, focusing relentlessly on steering the population away from lethal combustible tobacco.
