Bulgaria to Raise Cigarette & Vape Prices from Jan 2026
Smokers and vapers in Bulgaria should prepare for higher prices starting January 2026, as a planned increase in excise duties on all tobacco and nicotine products takes effect. The new rates, approved in the state budget, will apply to conventional cigarettes, heated tobacco products, and e-cigarette liquids, including nicotine-free versions. This adjustment is part of a four-year strategy to gradually align Bulgaria’s tax rates, which have been among the lowest in the European Union, with the bloc’s average levels.
Under the new amendments, the excise duty on traditional cigarettes will rise to €113 per 1,000 units, which is expected to increase the retail price of a 20-pack by approximately 30 stotinki. Heated tobacco products will also see a price jump, with the excise rate increasing by €10 per kilogram, leading to an estimated 15-stotinki rise per pack of 20 sticks. For e-cigarette liquids, the duty will increase from €0.23 to €0.25 per milliliter. This means a standard 2ml disposable vape will cost about 10 stotinki more, while a 20ml bottle of e-liquid could see its price increase by nearly one lev.
The Ministry of Finance projects that the higher excise duties will generate an additional €130 million in revenue for the state budget, supplemented by another €26 million from VAT. A transition period will be in effect at the start of 2026, allowing retailers to sell products with old tax labels at their current prices until existing stock is depleted.
