Kyrgyz Republic to Ban Electronic Cigarettes on July 1, 2025
President Sadyr Japarov of the Kyrgyz Republic has signed a law amending several legislative acts to safeguard citizens’ health from the consequences of using electronic cigarettes with nicotine-containing liquids. The Jogorku Kenesh, the Kyrgyz Parliament, adopted the law on October 23, 2024.
Key Points of the Law
The new law aims to protect the health and well-being of Kyrgyz citizens by:
- Prohibiting the import, circulation, and use of electronic cigarettes within the territory of the Kyrgyz Republic
- Establishing penalties for violating the ban on e-cigarette use and sale, in accordance with the Code of the Kyrgyz Republic on Offenses
- Amending the Criminal Code of the Kyrgyz Republic to criminalize the illegal import of electronic cigarettes in significant, large, or especially large quantities
Penalties for Violations
The law imposes the following fines for e-cigarette-related offenses:
- Using e-cigarettes: 100 calculation indices for individuals, 600 calculation indices for legal entities
- Selling e-cigarettes: 200 calculation indices for individuals, 650 calculation indices for legal entities
The Criminal Code now stipulates that:
- Illegally importing e-cigarettes in significant quantities is punishable by correctional labor for two months to one year, or a fine of 1,000 to 1,200 calculation indices, with deprivation of the right to engage in certain activities for up to one year
- Committing the same act in large or especially large quantities is punishable by a fine of 1,500 to 2,000 calculation indices, or imprisonment for one to two years, with deprivation of the right to engage in certain activities for up to two years
Effective Date
The law will come into force on July 1, 2025, marking a significant step in the Kyrgyz Republic’s efforts to protect public health and combat the growing issue of e-cigarette use.
