Argentina: La Rioja Bans Vaping in Enclosed Public Spaces
The City Council of La Rioja has passed Ordinance No. 6810, strictly prohibiting the use of electronic cigarettes in enclosed public spaces. Driven by Councilor Viviana Luna, the legislative move aims to reinforce public health policies and mitigate the involuntary exposure of third parties to harmful aerosols amid a surge in teen vaping.
Under the new regulation, vaping is now illegal in a wide range of indoor environments. Establishments must also install visible signage to enforce the rule. The ban specifically covers:
- Bars, restaurants, and shopping centers
- Public offices and educational institutions
- Cultural centers, sports venues, and entertainment halls
- Public transportation
The decision aligns with growing international concern over adolescent vaping. The World Health Organization (WHO) recently urged governments to implement stricter regulations, particularly targeting flavored products that appeal to minors. According to the WHO, at least 15 million adolescents aged 13 to 15 currently use e-cigarettes worldwide.
Specialists attribute this youth appeal to sweet flavors, colorful designs, and aggressive social media marketing.
While vapes were once marketed as a safer alternative to smoking, mounting scientific evidence suggests otherwise. A recent review in the journal Tobacco Control analyzed over 300 international studies, concluding that young vapers are up to three times more likely to start smoking conventional cigarettes.
Furthermore, vaping has been linked to respiratory problems, asthma, bronchitis, and severe nicotine dependence. With this ordinance, La Rioja joins a growing list of global jurisdictions equating e-cigarettes with traditional tobacco and restricting their use in shared spaces.
