Laos Takes Down Hundreds of Online E-Cigarette Stores
Recent enforcement actions in Lao PDR have resulted in 288 online stores promoting and selling e-cigarettes being taken offline. These stores, primarily on Facebook and Instagram, had a collective membership of over 759,599. The takedowns were the result of joint action by the Lao Ministry of Health, with support from the World Health Organization (WHO) and Meta, the parent company of the social media platforms.
This move enforces Laos’s comprehensive 2021 ban on the import, distribution, sale, and use of e-cigarettes and related products. While the initial ban reduced sales in physical stores, many sellers migrated to online platforms. “This joint action delivers both a notable disruption to the online e-cigarette trade and sends a strong message that Lao PDR will not tolerate the illicit sale of products that harm our people’s health,” said Dr. Phayvanh Keopaseuth, Vice Minister of Health.
Health officials stressed that e-cigarettes are highly addictive and harmful, containing toxic substances like nicotine that are especially damaging to developing young brains. Dr. Timothy Armstrong, WHO Representative to Lao PDR, praised the collaboration, stating, “Digital platforms must not become safe spaces for harmful products.” This enforcement action coincides with Laos introducing a new Prime Minister’s Decree on Tobacco Control Penalties, which sets specific penalties for the importation, sale, and use of e-cigarettes, as well as for online sales and advertising.
