Malaysia to Ban Vapes in Stages, Health Minister Confirms
The Malaysian federal government is set to implement a nationwide ban on the sale of all electronic cigarettes and vape products as part of a broader effort to curb misuse and protect public health. Health Minister Datuk Seri Dr. Dzulkefly Ahmad confirmed that the prohibition will be rolled out in stages, beginning with a ban on open-system vape devices before gradually extending to all types of vape products.
Speaking in the Dewan Negara, Dr. Dzulkefly stated that while no specific timeline has been set for the full implementation, the Health Ministry has already conducted detailed discussions with key government bodies. These include the Ministry of Finance, Royal Malaysian Customs Department, Ministry of Domestic Trade, Ministry of Home Affairs (via the Royal Malaysia Police), Ministry of Investment, Trade and Industry, and the Attorney General’s Chambers.
The findings and a proposed implementation plan will be presented to the Cabinet to obtain policy approval, which will serve as the foundation for the nationwide prohibition. Dr. Dzulkefly also expressed strong support for the proactive measures taken by six state governments—Johor, Kelantan, Terengganu, Perlis, Kedah, and Pahang—which have already decided to stop issuing or renewing vape sales licenses. This phased national approach reflects a growing consensus on the need for tighter controls on vaping, particularly to address products marketed to younger consumers.
