Morocco Cigarette Prices to Increase in 2026 as Tax Cycle Concludes
Moroccan smokers will face higher prices starting January 1, 2026, as the government implements the final stage of a four-year fiscal plan. This increase, expected to range between one and two dirhams per pack, primarily targets popular mass-market brands. It marks the conclusion of a gradual taxation program established under the 2022 Finance Law.
The Ministry of Economy and Finance aims to correct market distortions where some premium imported cigarettes had paradoxically become cheaper than local popular brands due to operators absorbing previous tax hikes. By adjusting the Domestic Consumption Tax (TIC), the state seeks to restore price coherence and secure stable budgetary resources, projecting nearly 18 billion dirhams (approx. 17.717 billion) in tobacco revenue for the coming year.
Additionally, a ministerial commission plans to update the list of authorized manufactured tobacco products, removing those non-compliant with current legislation. This move is part of a broader effort to regulate the market and ensure consistent tax yields.
