Nevada Tobacco Coalition Pushes First Tax Hike Since 2015
The Nevada Tobacco Control & Smoke-Free Coalition presented a plan to the Legislature’s Joint Interim Standing Committee on Revenue on July 8, seeking the state’s first tobacco tax increase since 2015. The initiative would raise cigarette taxes from $1.80 to $3.55 per pack and increase taxes on vapes and other tobacco products to generate an estimated $65 million annually.
Funding Shortfalls in State Tobacco Prevention
Coalition members, including the American Cancer Society Cancer Action Network (ACS CAN), the American Lung Association, and the Southern Nevada Health District, argue that Nevada allocates insufficient funding to quit-smoking initiatives.
ACS CAN government relations director Jennifer Atlas addressed committee members regarding current funding allocations:
“Today, we’re generating tobacco revenue but investing very little into helping people quit or preventing youth from starting.”
Nevada’s cigarette tax has remained unchanged for nearly a decade. The state’s current $1.80 rate ranks 26th nationally, trailing the United States state average of $2.05.
Evaluating Fiscal Impact and Market Risks
Legislative fiscal analysts confirmed that previous tax adjustments in 2003 and 2015 created initial revenue spikes followed by steady declines as smoking rates dropped. Between 2015 and 2024, Nevada’s adult smoking rate fell from 17.6% to 11.9%.

Committee Chair Dina Neal questioned whether ongoing declines in smoking prevalence would offset anticipated revenues. Atlas maintained that states enacting similar increases experienced sustained revenue growth.
Tax-policy critics and opponents caution that higher excise rates could drive consumers to illicit markets or neighboring states with lower rates. Lawmakers are scheduled to decide by late August whether to advance the bill draft for the 2027 legislative session beginning February 1.
