Puerto Rico Bill Proposes Vape Sales Ban Near Schools
Representative Edgar Robles has introduced a bill in the Puerto Rico House of Representatives that would prohibit the sale of electronic cigarettes in establishments located within 500 meters of schools. The proposed legislation, House Bill 385, aims to address growing concerns about the increasing use of e-cigarettes among young people.
The bill would amend the existing Law 41-2015, which currently prohibits the sale of e-cigarettes to individuals under 21 years of age. Speaking on the “DÃgame la Verdad” (Tell Me the Truth) program, Representative Robles emphasized the need to “press the panic button” to regulate sales and prevent more youth from consuming these products.
Robles highlighted the potential health risks associated with vaping, including damage to teeth, esophagus, lungs, and mental health, as well as symptoms like nausea and vomiting. He also debunked the myth that e-cigarettes help eliminate dependence on traditional cigarettes, citing the numerous chemicals and metals, such as nicotine, found in these devices.
Under the proposed measure, businesses that fail to comply with the sales restrictions would face fines of $10,000. Additionally, they would be required to display signs indicating that sales to minors are prohibited. The legislation would involve the Department of the Treasury, the Department of Health, and the Department of Consumer Affairs in its implementation.
Representative Robles, who chairs the Consumer Affairs Committee in the House of Representatives, cited an ASSMCA study indicating that one in six young people use e-cigarettes, emphasizing the need to alert merchants about the proposed restrictions on sales near schools.
