Putin Backs Full Ban on Vapes & Heated Tobacco in Russia
Russian President Vladimir Putin has supported the idea of a complete ban on all electronic smoking devices, including vapes and heated tobacco systems. This potential prohibition is seen as a significant step in the country’s demographic policy and a decisive move in its ongoing “tobacco wars.”
This development follows existing and proposed measures aimed at curbing nicotine consumption. Currently, Russian law prohibits smoking and vaping at public transport stops to protect non-smokers from harmful smoke and aerosol, a rule often ignored by some. A new bill, already passed in its first reading by the State Duma and set to take effect March 1, 2026, will ban the sale of all nicotine products at these transport stops, further reducing their accessibility.
Despite laws requiring nicotine product retailers to be located at least 100 meters from educational institutions and to hide products from open display (since June 1, 2023), compliance remains an issue. The push for a full ban is fueled by these enforcement challenges and growing health concerns. Specialists cited argue that vapes can be even more harmful than traditional tobacco, as flavorings and glycerin can rapidly damage the lungs. The potential full ban supported by Putin would represent Russia’s strongest action yet against alternative nicotine products.
