Russia Moves Towards Full Vape Ban, With Putin’s Support
Russia is advancing towards a complete ban on the sale and circulation of vapes, with President Vladimir Putin supporting a proposal to grant regions the authority to implement such prohibitions. State Duma Chairman Vyacheslav Volodin announced that the necessary legislative bill is expected to be adopted within the next two months.
Volodin stated that the push for a ban comes from widespread requests from governors, parents, educators, and citizens. A poll on his personal channel, involving 265,000 people, showed that 74% support a full ban on vapes and their liquids. He emphasized that e-cigarettes cause serious health harm and that existing measures prohibiting sales to minors have been insufficient.
The proposed bill will target manufacturers, suppliers, and sellers, with potential liability measures also being considered for consumers. This national move follows earlier regional initiatives, such as in the Arkhangelsk region, which banned vape sales to minors in 2018, well before a similar federal ban was established. Alexander Dyatlov, a regional deputy, stated, “We fully support the president’s decision; the state must protect the younger generation… the ultimate victory of common sense will be a complete ban on the sale of vapes in Russia.”
