Wales Sets New Tobacco Age-of-Sale Notice Rules for 2027

The Welsh government has issued statutory regulations under the Tobacco and Vapes Act 2026, requiring retailers to overhaul in-store age-of-sale warnings starting January 1, 2027. The update adapts retail operations to the incoming smoke-free generation policy, shifting legal age verification from a fixed 18-year threshold to a date-of-birth restriction.

The regulations, titled the Tobacco and Vapes Act 2026 (Age of Sale Notices and Consequential Amendments) (Wales) Regulations 2026, were finalized on October 16, 2026. Under the new regime, selling tobacco products, cigarette papers, or herbal smoking items to anyone born on or after January 1, 2009, becomes an offence.

Mandatory Notice Dimensions and In-Store Specifications

Welsh ministers have established strict formatting rules for all point-of-sale notices. Retailers must ensure that signage is visible and legible to all customers before transactions occur.

Tobacco Advertising and Promotion (Display of Prices) (Wales) Regulations 2012: Adjusts price display verification rules to reference customer birth dates rather than numerical age.
