UK Vape Industry Slams Proposed Limits on Vape Shops
The UK vaping industry is pushing back against a new Labour government proposal that would grant local councils powers to limit the number of vaping retailers on local high streets. Andrej Kuttruf, co-founder of vape retail chain Evapo, has described the plan, part of the “Pride in Place” initiative, as a “glaring contradiction” in the government’s approach to public health and smoking cessation.
Kuttruf argues that on one hand, official NHS guidance and years of evidence from Public Health England unequivocally state that vaping is the most effective tool to help smokers quit and is estimated to be 95% less harmful than smoking. On the other hand, the new proposal seeks to restrict access to the very specialist vape shops that are often located in communities with the highest smoking rates, thereby undermining the national smoking cessation strategy.
He points out the potential for public confusion, where a smoker in a high-prevalence area might be advised by their GP to switch to vaping but could soon find their local specialist retailer shuttered, while corner stores continue to sell traditional cigarettes. “This is a case study of mixed messaging and unintended consequences,” Kuttruf writes, warning that the UK’s ambition to become smoke-free by 2030 is at stake.
Kuttruf emphasizes that vaping has already helped an estimated 3 million UK smokers quit, driving one of the fastest declines in smoking rates in Europe. He argues that undermining this progress now risks derailing the government’s own health and fiscal targets, given that smoking costs the NHS billions annually. While not arguing against regulation, he advocates for a robust, industry-funded licensing scheme to drive out rogue traders who sell to minors, rather than blanket restrictions on legitimate retailers. He calls for policy to be evidence-based and clear, stating, “If we are serious about… achieving a smoke-free United Kingdom by 2030, vaping should be made more accessible to adult smokers, not less.”
