Belarus to Tighten Vape Sales Regulations, Restrict Imports and Online Trade
Belarusian lawmakers are preparing to consider a new bill that will significantly tighten the rules for selling vapes and other nicotine-containing products. According to Member of Parliament Elena Khilya, the goal is to control the widespread availability of these products, especially to minors, and to combat the large volume of illegal e-cigarette trade, rather than implementing a full ban which could fuel a black market.
The proposed reforms will introduce several key changes. The list of companies authorized to import and sell vape products will be restricted to only large trading entities. Strict limitations will be imposed on the advertising, in-store display, and online sale of vapes. Furthermore, the delivery and mailing of vape products will be outlawed, as will the sale of items without proper licenses and excise stamps. The independent, self-mixing of e-liquids will also be prohibited.
Additionally, Minister of Finance Yuri Seliverstov has announced plans to increase excise taxes on vapes and e-liquids by up to 20% in 2026, aiming to gradually align their tax rates with those of traditional cigarettes. These measures are intended to make the products more expensive and less accessible, thereby protecting the health of the younger generation.
