Coahuila Lawmakers Push for Total Vape Ban
The Alianza Coahuila parliamentary groups (PRI, PAN, and PRD) have introduced a legislative initiative in the State Congress to formally ban the use, sale, distribution, and promotion of all electronic vaping devices. Led by Deputy María del Mar Treviño Garza, the proposal seeks to reform Article 33 Bis of the Law for the Protection of Non-Smokers, effectively aligning Coahuila’s state statutes with the 2022 federal decree that prohibits the circulation of nicotine delivery systems across Mexico.

The reform targets a broad spectrum of modern nicotine and non-nicotine hardware. Specifically, the ban encompasses Electronic Nicotine Delivery Systems (SEAN), Similar Non-Nicotine Systems (SSSN), and Alternative Nicotine Consumption Systems (SACN). This includes all commercial iterations such as e-cigs, vape pens, pods, mods, and heated tobacco products (HTPs). Furthermore, the law prohibits any object that utilizes branding, designs, or elements associated with tobacco products, even if they do not contain tobacco itself.
Deputy Treviño Garza emphasized that the move is a direct response to the “urgent necessity” to protect the 12-17 age demographic. With 17.3 million smokers in Mexico, health officials argue that vapes serve as a “gateway” to traditional combustible tobacco. The initiative dismisses claims of vaping as a cessation tool, citing a lack of conclusive scientific evidence and the presence of heavy metals and toxic chemicals that pose severe cardiovascular and pulmonary risks.
