WHO Welcomes Vietnam’s Ban on E-Cigarettes and HTPs
The World Health Organization (WHO) has warmly welcomed the decision by Vietnam’s National Assembly (NA) to solidify its stance against electronic cigarettes and heated tobacco products (HTPs). The NA recently voted to add these items to the list of products illegal for investment or commercial trade under the Law on Investment, a move the WHO describes as a “true public health milestone.”
This decision reinforces the NA’s historic vote in November last year (Resolution 173/2024/QH15), which comprehensively prohibited the production, trade, importation, harbouring, transportation, and use of e-cigarettes and HTPs. The WHO emphasized that this week’s agreement to ban any investment or commercial business related to these products, without exception, is crucial for upholding the ban’s integrity.
Dr. Angela Pratt, WHO Representative in Vietnam, stated, “WHO is delighted with the decision to include e-cigarettes and HTPs in the list of banned enterprises under the Investment Law, without exceptions.” She warned that any loopholes, such as allowing domestic production for export, would undermine enforcement and public health efforts. The WHO highlighted the severe health risks associated with these products, particularly for young people, including impacts on brain development and risks of cancer and heart disease. By banning these businesses, Dr. Pratt affirmed that Vietnam is prioritizing long-term health and social progress over short-term economic gains.
