Brazil: Curitiba Proposes Lifetime Smoking Ban for Anyone Born After 2008
Curitiba Councilor Professor Euler (MDB) has introduced a pioneering bill to the Curitiba Municipal Chamber (CMC) that would permanently ban the sale of smoking products—including cigarettes, pipes, and vapes—to anyone born after January 1, 2009. This legislative push, inspired by similar generational smoking bans in the United Kingdom, seeks to phase out smoking entirely for future generations.
The primary objective of the proposal is to restrict early access to tobacco and vapor products, which proponents argue is the most effective way to prevent nicotine addiction and subsequent chronic illnesses. Under the proposed law, retail establishments must prominently display warning signs stating that sales to individuals born after 2008 are strictly prohibited.
Rather than criminalizing the act of smoking itself, the bill focuses entirely on supply-side restrictions. “The action prevents minors and future generations from becoming trapped by an extremely harmful addiction,” stated Professor Euler, dismissing concerns that the ban would fuel a major black market.
To enforce compliance, the bill outlines progressive financial penalties for retailers who violate the ban. Additionally, the councilor highlighted the immense financial strain smoking places on Brazil’s Unified Health System (SUS), which spends approximately R$ 67.2 billion annually on tobacco-related illnesses (005.00170.2026).
