Russia: Krasnodar Krai Imposes Strict Smoking and Vaping Ban on June 1
Authorities in Russia’s Krasnodar Krai have confirmed a major legislative crackdown on public smoking and vaping, set to take effect on June 1. Enacted under regional Law No. 5508-KZ, the strict new regulations will drastically reduce the number of permissible outdoor smoking areas across the Kuban region, including the Dinskoy District.
The new rules establish a zero-tolerance approach to smoking and vaping near public infrastructure, commercial establishments, and residential zones. Under the law, stepping just outside a building’s entrance to smoke is no longer permitted.
Prohibited Smoking Zones:
- Public and Commercial Entrances: Prohibited within 15 meters of entrances to hotels, cafes, restaurants, hospitals, schools, and universities.
- Transit Hubs: Prohibited at public transport stops (and within 15 meters of them), parking lots (including underground facilities), and pedestrian crossings.
- Residential Areas: Prohibited within 10 meters of apartment building entryways and within 5 meters of residential walls.
Within apartment courtyards, smoking is strictly confined to designated outdoor zones. These zones must meet specific criteria, including clear signage, lighting for nighttime hours, and placement away from children’s playgrounds. Creating these zones requires formal approval from the building’s property owners’ association.
These new restrictions build upon existing bans that already outlaw smoking on beaches, playgrounds, railway stations, and inside public buildings.
Fines and Enforcement:
Police and municipal inspectors will actively monitor public spaces to enforce compliance. Violators will face immediate financial penalties depending on the severity and frequency of the offense.
