Starting April 30, Hong Kong will enforce a strict two-tier penalty system for carrying alternative tobacco products in public. Individuals possessing over five vape pods or 100 heat sticks face HK$50,000 fines and six months in jail, while smaller quantities trigger a HK$3,000 fixed penalty ticket.
Dr. Manny Lam Man-chung, head of the Tobacco and Alcohol Control Office, confirmed this phased approach targets public spaces first to mitigate enforcement challenges in private residences. However, a total territory-wide ban remains the ultimate legislative goal. This aggressive policy effectively criminalizes personal possession, creating severe legal and financial risks for both residents and international travelers carrying e-liquids, heat-not-burn devices, or herbal cigarettes.
