UK Vape Retailers Face Strict New HMRC Excise Duty Regime
HM Revenue and Customs (HMRC) is rolling out a strict new Vaping Products Duty starting October 1, 2026. With a flat rate of £2.20 per 10ml on all e-liquids, UK vape businesses must apply for approval by April 2026 or face severe legal penalties.
The UK vaping market is about to undergo a massive financial and regulatory shift. HMRC is officially putting manufacturers, importers, and warehouse keepers on notice. The new Vaping Products Duty (VPD) is coming. What does this mean for the industry? Every single vaping liquid sold in the UK—including zero-nicotine products—will soon carry a flat excise tax of £2.20 per 10ml.
To enforce this aggressive taxation, the government is introducing a mandatory Vaping Duty Stamps scheme. The strategy here is twofold. First, lawmakers want to crush the illicit vape trade and push toward a “smoke-free generation.” Second, the Treasury expects this new duty to generate over £550 million annually by the end of the decade.
Here is the reality for business owners. The application window opens on April 1, 2026. Rachel Nixon, HMRC’s director of indirect tax, explicitly warned that the approval process takes a minimum of 45 working days. Businesses must use the provided guidance to prepare now. If you miss the October 1 launch date, you cannot legally trade.
Retailers will get a brief grace period to clear their shelves. You can sell off existing unstamped stock for six months. However, by April 2027, total compliance is mandatory. Fail to secure approval or sell unstamped products after the deadline, and the consequences are severe. Operators risk crippling fines, harsh penalties, and even criminal prosecution.
