Indonesia to Implement Strict Vape Regulations and 21+ Age Limit by July 2026
Indonesia’s Ministry of Health is preparing to enforce comprehensive vape regulations by July 2026, effectively aligning e-cigarette restrictions with conventional tobacco laws to curb youth usage.
- Age Restrictions: The minimum legal age for purchasing and using vapes will be set at 21.
- Marketing Bans: Strict limitations on advertising will be enforced, particularly on social media platforms.
- Product Standards: The law mandates graphic health warnings, nicotine caps, and bans on harmful additives.
Indonesia’s Ministry of Health (Kemenkes) is gearing up to enforce Government Regulation (PP) No. 28 of 2024, a sweeping legislative move to strictly regulate e-cigarettes. Driven by concerns over youth accessibility, this new framework will officially equate vape controls with conventional smoking restrictions starting in July 2026.
Aji Muhawarman, Head of the Communication and Public Service Bureau at the Ministry of Health, confirmed that the government is currently finalizing comprehensive preparations. The upcoming regulations are designed to heavily restrict how vapes are sold, marketed, and manufactured to protect public health.
Key provisions under PP No. 28 of 2024 include:
- Minimum Age: A strict ban on e-cigarette use and sales for anyone under 21 years old.
- Advertising Controls: Comprehensive bans on vape marketing, including strict oversight on social media.
- Packaging Rules: Mandatory inclusion of graphic health warnings on all vape product packaging.
- Content Limits: Enforced maximum nicotine levels and a prohibition on harmful chemical additives.
- Usage Restrictions: A complete ban on vaping within designated Smoke-Free Areas (KTR).
To support these rules, the Ministry is drafting derivative ministerial regulations to serve as detailed enforcement guidelines, alongside launching educational campaigns in partnership with health organizations.
Medical experts are urging the government to remain vigilant. Prof. Dr. Faisal Yunus from the University of Indonesia emphasized that regulations must aggressively target appealing flavors and youth-focused marketing strategies. Pointing to global trends, experts suggest Indonesia must continue strengthening its regulatory framework to protect vulnerable populations from the evolving risks of e-cigarettes.
