Indonesian Researchers Call for Balanced Vape & Tobacco Laws
Researchers in Indonesia are urging the government to establish more balanced regulations for e-cigarettes (vapes) and conventional tobacco products, particularly concerning pricing, promotions, and usage areas. Professor Candra Fajri Ananda, from the Center for Economic Policy Research (PPKE) at Brawijaya University’s Faculty of Economics and Business, highlighted that the current regulatory imbalance creates incentives for consumers to switch to e-cigarettes, which are perceived as cheaper, more socially acceptable, and easier to access.
This call follows a study by PPKE FEB UB titled “Regulatory Dynamics and the Future of the Tobacco Products Industry in Indonesia.” The study found that factors like lower prices, wider usage areas, and ease of purchase are key determinants in the decision to switch to e-cigarettes. “Balanced regulation will mean that electronic products are no longer perceived as safer or more attractive than legal tobacco products,” Professor Candra stated.
The research recommends urgently regulating the promotion of e-cigarettes on social media and online platforms, as the primary target segment is young people. The study also suggests that increases in e-cigarette tax rates must be accompanied by restrictions on usage areas, similar to the regulations for traditional tobacco cigarettes. “This policy will help prevent the misperception in society that e-cigarettes are risk-free products, while reducing the prevalence of their use among the younger generation,” Professor Candra affirmed.
The study concluded that high excise taxes on traditional cigarettes (kretek) have pushed consumers towards relatively cheaper and less restricted e-cigarettes, undermining efforts to reduce overall smoking prevalence. This shift has also negatively impacted the sustainability of the traditional kretek industry by eroding its market segment, particularly among younger generations.
