Maldives Enforces World’s First Generational Tobacco & Vape Ban
The Maldives has implemented a groundbreaking generational tobacco ban, making it illegal for anyone born on or after January 1, 2007, to purchase, use, or sell any tobacco products. This unprecedented law, which took effect on November 1, 2025, applies to everyone within the island nation’s borders, including both local residents and international tourists, regardless of their citizenship.
The Ministry of Health announced the new measure as part of its strategy to create the “first tobacco-free generation” and protect young people from nicotine addiction. The prohibition covers all traditional tobacco products, including classic cigarettes, cigars, hookah tobacco, and chewing tobacco. Retailers are mandated to verify the age of all purchasers, with a significant fine of 50,000 Maldivian rufiyaa (approx. €2,800) for selling tobacco products to the prohibited generation.
Furthermore, the Maldives maintains a separate and complete ban on all electronic cigarettes and vapes. The import, sale, possession, and use of these devices are illegal for everyone, regardless of age. Violators caught using e-cigarettes face a fine of 5,000 rufiyaa (approx. €280). This policy makes the Maldives one of the strictest countries regarding nicotine product regulation. While New Zealand initially introduced a similar generational ban, it was later repealed by a new government. The UK is also developing its own generational tobacco restrictions.
