Russia: Perm Krai Proposes Full Ban on Vape Sales Starting March 2026
A bill proposing a complete ban on the retail sale of vapes and other electronic nicotine delivery systems has been introduced in the Legislative Assembly of Perm Krai, Russia, by Governor Dmitry Makhonin. If approved, the ban is scheduled to take effect on March 1, 2026, and will include significant fines for violators.
The proposed legislation covers all electronic devices that generate nicotine or nicotine-free aerosol (vapor), including e-cigarettes, heated tobacco systems, and all their components and spare parts. The explanatory note to the bill highlights the growing popularity of these devices, especially among young people, and addresses the common misconception that they are a harmless substitute for traditional cigarettes. Authors of the initiative warn that vaping and heated tobacco systems are “not at all safe and can lead to more serious health complications than regular cigarettes.”
The primary goal of the ban is to reduce the number of nicotine consumers, with a strong focus on protecting youth. If the law is passed, businesses violating the prohibition will face administrative fines: 15,000 to 20,000 rubles for officials and 50,000 to 100,000 rubles for legal entities. The bill will be discussed at a plenary session of the Legislative Assembly in November. This regional initiative follows a broader trend in Russia, including support from President Vladimir Putin for such measures.
