Russia Considers Sweeping Ban on Public Vaping Use
Russia may introduce a full ban on the use of electronic cigarettes, vapes, and heated tobacco systems outside of private homes and specially designated smoking areas, according to Senator Olga Epifanova. The chairperson of the Social Democratic Union of Women of Russia stated that such restrictions are highly likely to appear in the coming years, with a pilot project for this measure already launching in the Nizhny Novgorod region.
Epifanova said the goal of the proposed ban is to shield the population, especially youth, from the harmful influence of nicotine-containing devices and to reduce their prevalence. She justified the potential prohibition on health protection grounds, citing serious risks including lung damage and nicotine addiction.
However, the senator also acknowledged the need for a balanced approach, cautioning that “too radical restrictions can contribute to the development of an illegal market and reduce the effectiveness of the fight against smoking.” She noted that Russia is moving towards strengthening control, similar to countries like Vietnam, India, and Brazil which have already implemented complete bans, while also remaining open to educational campaigns to foster responsible attitudes. The proposal follows recent polls indicating that a majority of Russians support a full ban on vapes.
