Russia Tightens Vape Laws: Bans Toy Designs & Limits E-Liquid
Rosstandart, the Russian standardization agency, has approved significant updates to the national GOST standards for electronic cigarettes. Driven by the State Duma’s youth policy committee, this move aims to curb underage vaping by eliminating manipulative marketing tactics and restricting product specifications.
State Duma Deputy Artem Metelev highlighted that sellers frequently target minors using appealing packaging. To combat this, the new rules strictly prohibit devices designed to look like toys, sweets, beverages, animals, or animated characters. Additionally, devices can no longer include built-in games or multimedia functions.
The updated standards also enforce strict e-liquid volume limits to regulate consumption:

Furthermore, e-liquids are now restricted to a maximum shelf life of two years. Mandatory health warnings must occupy at least 30% of the packaging, explicitly stating addiction risks for nicotine products and general health hazards for zero-nicotine options.
This regulatory tightening follows a December 2025 law banning vape sales at public transport stops, as lawmakers continue to debate a potential total ban on vaping products across the Russian Federation.
