Imperial Urges Retailers to Shape UK Nicotine Licensing Scheme
Imperial Brands is calling on retailers across England, Wales, and Northern Ireland to respond to a crucial Government call for evidence that will help design a new retail licensing scheme for all tobacco and vape products. The Department of Health and Social Care (DHSC) has launched the consultation, titled “Tobacco and Vapes: evidence to support legislation,” which will close on December 3, 2025.
Andrew Malm, UK Market Manager at Imperial Brands, described the consultation as a vital opportunity for retailers to “engage directly with policymakers” on an issue that forms a “key aspect of many of their livelihoods.” He emphasized that Imperial supports the proposed licensing scheme, arguing it will help “level the playing field” for legitimate businesses.
Malm noted that currently, “anyone can sell tobacco and other nicotine products, making it very easy for unscrupulous retailers who may not ask for ID and may sell illicit products.” He believes a formal licensing system would safeguard legitimate businesses from unfair competition and ensure customers can trust the products they purchase. Retailers can participate by completing the government’s online survey before the deadline.
