Russia: Bill for Total Vape Ban Submitted to Duma
The Legislative Assembly of the Kirov region has submitted a bill to the Russian State Duma proposing a total ban on the sale of nicotine-containing products and consumption devices. The initiative seeks to prohibit both wholesale and retail trade of nicotine liquids, nicotine solutions (including e-cigarette liquids), nicotine-free liquids, and all devices used for their consumption.
The proposal cites medical research indicating that electronic devices are as dangerous as traditional cigarettes, with aerosols containing harmful substances like metals and carcinogens. A primary concern is the appeal of vapes to youth, who often view them as safe, leading to early nicotine addiction. The explanatory note argues that previous measures to protect minors have been insufficient, as children continue to access these products despite existing restrictions.
The document references VCIOM data showing that 31% of Russians use tobacco or nicotine products, with 9% using vapes, particularly among young people in large cities. The bill aligns with global trends, noting that 32 countries have already banned electronic nicotine delivery systems entirely.
