Vietnam to Complete Ban on Vape and HTP Investment
Vietnam’s Ministry of Health is strongly advocating for a complete prohibition on all investment and business activities related to e-cigarettes and heated tobacco products (HTPs). The ministry has proposed adding these products to the list of banned sectors in the amended Law on Investment, a move that signals a definitive and uncompromising stance against the vape industry.
This proposal is not a standalone initiative but the logical next step in enforcing established national policy. It aims to create legal uniformity with the National Assembly’s Resolution No. 173/2024/QH15, which already mandates a comprehensive ban on the production, trade, and import of e-cigarettes and HTPs starting in 2025. Proponents argue that failing to amend the Investment Law would create a “policy setback,” leaving a legal loophole for these products to enter the market despite the Assembly’s clear directive.
The push for a ban is heavily fueled by concerns over public health and national security. National Assembly Deputy Lê Hoà ng Anh has been a vocal supporter, highlighting the vulnerability of Vietnamese youth. He argues that enticing flavors and misleading marketing present these devices as a “safer alternative,” creating a gateway to nicotine addiction.
More alarmingly, he warns that e-cigarettes are being used as a “cover” for criminal activity. Law enforcement has seen a sharp rise in cases where synthetic drugs and cannabis extracts are mixed into vape liquids, effectively turning the devices into a discreet method for smuggling narcotics into schools and public spaces. “If we don’t ban the devices, we are effectively providing criminals with a ‘cover’ to target Vietnamese youth,” he stated.
Officials are also looking at the international landscape. With countries like Thailand and Singapore having already imposed outright bans, and Russia moving in the same direction, there is a palpable fear that Vietnam could become a “dumping ground” for products outlawed elsewhere. Proponents insist that adopting a firm prohibitive stance is a matter of national responsibility to protect the country’s future generation from both health risks and social ills.
