Ukraine’s Strict Smoking Ban: Where You Can’t Vape in 2026
Ukraine has enforced strict anti-smoking laws for 2026, banning traditional cigarettes, e-cigarettes, heated tobacco products, and hookahs in most public spaces. Violators face fines ranging from 51 to 340 UAH. The ban covers transport hubs, restaurants, schools, and even apartment building common areas.
The culture of smoking in Ukraine is being reshaped by increasingly rigid legislative frameworks. What was once socially acceptable now carries the risk of both public censure and tangible financial penalties. It is crucial to understand that modern legal standards cover not just traditional tobacco products, but the entire spectrum of electronic devices that have become part of daily life for many citizens.
According to the Patrol Police of the Kharkiv region, law enforcement officers are reminding the public of the mandatory compliance with the law “On measures to prevent and reduce the use of tobacco products and their harmful impact on public health.” Specifically, Article 13 of this document clearly defines the boundaries of public spaces free from any kind of smoke or vapor.

What Exactly is Banned in Public Places?
Ukrainian legislation establishes uniform rules for all nicotine delivery systems or smoking simulation devices. The complete ban includes:
- Traditional tobacco products: Cigarettes, cigars, and pipes.
- Electronic cigarettes: Vapes and disposable devices.
- Heated tobacco systems: Devices like IQOS and glo.
- Hookahs: All types of water pipes.
The Geography of Restrictions: A Comprehensive List
Under current regulations, the definition of a “public place” is interpreted broadly. Smoking and vaping are categorically prohibited in the following locations:
- Transport Infrastructure: Train stations, bus stops, underground passages, elevators, and payphones.
- Public Transport: Buses, trams, trolleybuses, and taxis.
- Social Institutions: Hospitals, clinics, schools, universities, sports complexes, and playgrounds.
- Hospitality and Culture: Restaurants, cafes, hotels, dormitories, theaters, and museums.
- Residential and Government Sectors: Common areas in apartment buildings (entrances, stairwells), playgrounds, and government buildings.
Administrative Liability: The Cost of Ignoring the Rules
Violating anti-tobacco legislation carries consequences under Article 175-1 of the Code of Ukraine on Administrative Offenses. Police are authorized to apply the following sanctions:
- First Violation: A warning or a fine ranging from 51 to 170 UAH.
- Repeat Violation (within a year): The financial penalty increases to between 170 and 340 UAH.
Law enforcement officials are calling on citizens to demonstrate a high level of self-awareness. In their appeal, police urge drivers and pedestrians to “be conscious and respect the right of others to clean air.”
