Austria Plans Disposable Vape Ban & Stricter Nicotine Pouch Laws
The Austrian government has initiated a consultation process for amending its Tobacco Act, aiming to ban single-use e-cigarettes (disposable vapes) and tighten regulations on nicotine pouches, e-liquids, and tobacco use in public spaces like playgrounds. The review phase began on December 10, 2025, with new regulations slated to take effect in July 2026, and the full ban on disposable vapes expected by the end of 2026.
A primary driver for these measures is the alarming popularity of disposable vapes among young people. Attracted by low prices, colorful designs, and sweet flavors like cola or mango, 28% of 15-year-olds in Austria reportedly use e-cigarettes regularly, according to the 2024 ESPAD survey. The government aims to curb this trend by countering aggressive social media marketing and strengthening age verification, particularly in online retail.
Beyond youth protection, the ban addresses significant environmental and health concerns. Disposable vapes, with their non-removable lithium batteries, are often improperly discarded, posing fire risks in waste facilities and contributing to plastic pollution. Health State Secretary Ulrike Königsberger-Ludwig highlighted that these devices often contain toxic substances like heavy metals and high-dose nicotine salts, which accelerate addiction. The government emphasizes that many young users are unaware of these serious health risks.
