Azerbaijan Proposes Total Ban on E-Cigarette Sale & Use
Azerbaijan’s Milli Majlis (Parliament) is considering legislative amendments to completely prohibit the circulation of electronic cigarettes and their components. The proposed bill, discussed by joint parliamentary committees on December 16, aims to ban the import, export, production, storage, wholesale, and retail sale, as well as the use of these products.
The amendments involve changes to the Tax Code and laws regarding tobacco products and advertising. Key updates include redefining “tobacco products” to encompass nicotine-containing e-cigarettes and introducing specific definitions for “heated tobacco products” and “electronic cigarettes.” A new article will explicitly forbid all activities related to e-cigarettes.
Furthermore, the bill proposes removing disposable e-cigarettes and e-liquids from the list of excisable goods in the Tax Code, effectively abolishing their tax rates as they will be illegal. Advertising bans will also be updated to align with these new definitions. These measures are designed to clarify legal classifications and enforce a strict prohibition on the e-cigarette market in Azerbaijan.
