Pakistan Senate Committee Approves Vape Regulation Bill
The Senate Standing Committee on Health Services in Pakistan has unanimously approved the Electronic Nicotine Delivery Systems (Regulation) Bill, 2025. Chaired by Senator Amir Waliuddin Chishti, the committee passed the private member’s bill to establish regulatory oversight for e-cigarettes and heated tobacco products.
Regulatory Path for Pakistan’s E-Cigarette Market
The bill, originally introduced by Senator Sarmad Ali in December 2025, had faced delays due to procedural reviews. Health Ministry officials noted that private member’s bills must undergo detailed examinations, stakeholder consultations, and assessments of financial implications by the Ministry of Law before receiving government consent.
However, committee members pushed back against further delays, noting that all relevant stakeholders had already been consulted. Crucially, the Pakistan Standards and Quality Control Authority confirmed it possesses the laboratory infrastructure required to test nicotine levels in electronic nicotine delivery systems (ENDS).
The committee emphasized that the regulatory framework would not create additional financial liabilities for the state. With the unanimous recommendation of the committee, the bill now moves forward in the legislative process, aiming to bring standardized quality controls to the domestic market.
