Belarus Eyes Criminal Penalties for Vape Sales to Minors
Belarus is considering the introduction of criminal liability for selling vapes and other nicotine products to minors, according to Mikhail Rusy, Chairman of the Standing Commission on Legislation and State Construction of the Council of the Republic. This proposal was discussed at a recent expert council meeting reviewing a draft law on tobacco and related products.
The proposed legislation aims to establish effective control over the circulation of both tobacco and non-tobacco nicotine products, including electronic smoking systems. Key suggestions from the expert council include:
- Criminal Liability: Introducing criminal penalties for selling tobacco, non-tobacco nicotine products, and electronic smoking systems to minors.
- Production Ban: Removing provisions that would allow the domestic production of non-tobacco nicotine products and e-liquids.
- Advertising Restrictions: Banning terms like “vape” on store signage and implementing a total ban on advertising such products.
- Stricter Administrative Penalties: Increasing administrative liability for violations in production and circulation, reflecting the potential harm to public health.
Marina Ilyina, a member of the Standing Commission on Education, Science, Culture, and Social Development, emphasized the focus on child health. She highlighted the need for mandatory licensing and certification of nicotine devices. “Vapes are already being used by 10-year-old schoolchildren,” she noted, stressing that society must unite to promote a healthy lifestyle.
Victor Kondratovich, another commission member, warned of the link between nicotine abuse and various cancers, including lung cancer. He stressed that while long-term data on vaping is still emerging, the harm to lungs and the circulatory system is already evident. “Our answer is unequivocal: categorically no,” he stated regarding youth usage, placing primary responsibility on parents to monitor their children’s activities.
