Europe to Ban Smoking & Vaping on Terraces from 2027
A sweeping new restriction is set to be introduced across various major European cities, completely prohibiting smoking and the use of electronic cigarettes on the open terraces of cafes, bars, and restaurants starting January 1, 2027. This initiative, part of a broader package of measures developed from European Commission recommendations, aims to create more smoke-free public environments.
The ban will be comprehensive, applying not only to regular cigarettes but also to e-cigarettes (vapes) and hookahs. Furthermore, the new rules will lead to the elimination of designated indoor smoking rooms currently operating in certain institutions, airports, and special cigar clubs, moving towards making public catering establishments entirely free from tobacco and vape products.
The decree also reportedly includes a 10-meter smoke-free perimeter around restaurants, bars, and cafes. Both visitors who violate the rules and establishment owners who facilitate the behavior (e.g., by providing ashtrays) will be held liable and face fines. Local authorities will also be tasked with developing additional measures to restrict smoking during festivals, fairs, and other public events.
The proposal has raised concerns within the hospitality sector. An association of restaurateurs argues that the new bans will not necessarily reduce the number of smokers but will instead push them onto the streets, potentially creating public inconvenience and making enforcement more difficult for staff. The European Commission had initially proposed to introduce this ban in 2026, but the deadline was postponed by one year to allow more time for preparation and adaptation by affected businesses and municipalities.
