Ireland’s Vape Flavor Ban Risks Driving Ex-Smokers to Cigarettes
Responsible Vaping Ireland (RVI) has issued a stark warning regarding the newly published Public Health (Tobacco Products and Nicotine Inhaling Products) (Amendment) Bill 2026. While supporting youth protection measures, the association representing over 3,300 independent retailers argues that banning flavored vapes will critically undermine public health.
The Bill, scheduled for debate in the Dáil, introduces a near-total prohibition on vape flavors. Unless specifically exempted by the Minister in future regulations, only “Tobacco” and “Unflavoured” options will remain legally available to consumers.
RVI argues this restrictive approach ignores the vital role flavors play in helping adults transition away from smoking. According to a 2025 Red C/Respect Vapers survey, one in three Irish vapers stated they would return to smoking if flavored products were removed from the market.
Furthermore, Healthy Ireland 2025 data reveals that half of all e-cigarette users are ex-smokers. The statistics show that nearly 23,000 Irish adults successfully used vapes to quit smoking in 2024 alone.
Beyond the immediate health implications, the industry group highlighted significant regulatory risks. Failing to align flavor regulations with neighboring Northern Ireland—where flavors remain freely accessible—could drive cross-border purchasing and fuel an illicit market.
Alongside the flavor restrictions, the 2026 Bill introduces stringent new regulations targeting the visibility and appeal of nicotine products:
- Comprehensive Advertising Bans:Â A total prohibition on advertising vapes and nicotine pouches, covering both in-store signage and online promotions.
- Standardized Packaging and Devices:Â Devices and components must adhere to prescribed colors and be completely free of graphics or imagery that could appeal to children.
- Display Restrictions:Â Nicotine inhaling products must be kept in closed containers out of plain sight, with exemptions granted only to specialized vape shops.
An RVI spokesperson urged the Minister to reconsider the flavor provisions, emphasizing the need to “protect evidence-based options that help adults quit smoking” while simultaneously implementing targeted measures to prevent youth access.
