Kazakhstan to Raise Minimum Tobacco Prices as Excise Taxes Rise
The Ministry of Finance of Kazakhstan has initiated a regulatory process to increase the minimum retail prices for tobacco products. Published on the “Open NPAs” public portal, the draft decree aims to adjust the minimum price threshold for all tobacco categories, including cigarettes, cigarillos, and heated tobacco devices. Public discussion on the document is scheduled to run until July 20, 2026.
While the exact minimum retail prices are not yet finalized in the current draft, the regulatory direction points toward a inevitable increase. Government officials state that the measure is designed to curb the illicit tobacco trade, boost state budget revenues, and reduce smoking rates across the country.—
The Math Behind the Price Increases
The upcoming retail price adjustment is driven by Kazakhstan’s long-term schedule for tobacco excise tax increases. The state-mandated excise rates per 1,000 cigarettes are structured as follows:
- 2026: 18,051 tenge
- 2027: 21,163 tenge
- 2028: 21,880 tenge
- 2029: 23,279 tenge
- 2030 and beyond: 25,607 tenge
Based on these tax increases alone, the minimum price for a single pack of cigarettes is expected to rise from the current 970 tenge to at least 1,030 tenge by 2027. However, industry analysts warn that the actual shelf price will likely be higher. Retailers and manufacturers are expected to factor in inflation, rising VAT, logistical challenges, and operational overheads, pushing retail prices well beyond the bare minimum.—
Rising Prices Fail to Curb Consumption
The upcoming price hike continues a long-term trend in Kazakhstan, where tobacco prices have risen consecutively for 77 months (nearly 6.5 years). Over the past year, tobacco prices grew by an average of 12.7%, outpacing the country’s general inflation rate.
Despite these fiscal measures, domestic demand remains high. Recent statistical data reveals a growing market:
- Production Growth: Domestic tobacco manufacturing surged by 34.5% over the past year.
- Sales Volume: Internal sales within Kazakhstan increased by 13.9%.
- Smoking Population: The number of smokers in Kazakhstan has reached nearly 3 million, representing approximately one-fifth of the nation’s population.
The final minimum retail prices will be confirmed after the public consultation period closes in late July 2026, establishing the new legal baseline for tobacco sales in Kazakhstan.
