Mexico Prepares for Total Vape Ban Vote Next Week
The Mexican Chamber of Deputies is gearing up for a pivotal week as the ordinary legislative session draws to a close. Among the most significant items on the agenda is a vote on the absolute prohibition of vapes and electronic cigarettes nationwide. Ricardo Monreal Ávila, the coordinator for the ruling Morena party, announced that consecutive sessions may be held from Tuesday to Thursday to clear pending matters, confirming that the reform to the General Health Law will proceed despite industry pressure.
This legislative push moves Mexico closer to a total veto on these devices, driven by growing concerns over their rising popularity among adolescents. The proposed reform outlines strict measures to control the market, including:
- Total Prohibition: A complete ban on the manufacture, sale, distribution, import, and export of vapes, e-cigarettes, and similar devices.
- Severe Penalties: Violators could face prison sentences ranging from 1 to 8 years and fines exceeding 200,000 pesos.
- Enhanced Surveillance: Increased authority for COFEPRIS (Federal Commission for the Protection against Sanitary Risks) to detect and remove risky products from the market.
In addition to the vape ban, lawmakers will vote on reforms to the Circular Economy Law, requiring companies to take responsibility for their waste, extend product lifespans, and minimize garbage generation. Another key reform involves adjustments to the General Import and Export Tax Law, proposed by President Claudia Sheinbaum, aimed at strengthening Mexican industries through tariff adjustments to protect national jobs and boost productive capacity.
With the ordinary session officially ending on December 15, but potentially wrapping up earlier around the 11th or 12th, the coming week is set to be decisive for Mexico’s health, environmental, and economic policies. The vote on the vape ban represents a major step in the country’s public health strategy, prioritizing the protection of minors from nicotine addiction over industry interests.
