Novosibirsk Governor Rejects Total Regional Vape Ban
Novosibirsk Region Governor Andrei Travnikov has ruled out introducing a total ban on the sale and use of vaping products within the region in the near future. Speaking at a press conference on December 11, Travnikov argued that such strict restrictions at a regional level would be ineffective and counterproductive.
“I believe that such strict restrictions within a single region lead to nothing. It provokes a gray market and speculation,” Travnikov stated. He emphasized that any comprehensive bans should be implemented on a federal scale across Russia to avoid creating disparities. While rejecting a total regional prohibition, he suggested that targeted restrictions similar to those for alcohol—such as bans at specific events or locations like children’s festivals—could be considered.
This stance aligns with views from federal lawmakers like Artem Kiryanov of the State Duma, who has warned that regional bans could harm competition and disrupt Russia’s unified economic space. Travnikov concluded, “A total ban within the region – no.”
