Poland Approves Draft Law to Ban Disposable Vapes
The Polish government has greenlit a draft bill to ban the sale of all single-use e-cigarettes, regardless of nicotine content. The legislation also restricts nicotine pouches to tobacco flavors and mandates pharmaceutical approval for new recreational nicotine products.
Poland is taking decisive legislative action to curb the youth vaping epidemic. The government has officially approved a draft bill that would completely ban the sale of disposable e-cigarettes. This prohibition is comprehensive, covering both nicotine-containing and nicotine-free single-use devices. Government spokesman Adam Szłapka emphasized that these strict measures are necessary to address broader social harms associated with widespread vaping.
Health officials are particularly concerned about the gateway effect. They argue that even nicotine-free disposables normalize the habit and increase young people’s exposure to tobacco-related behaviors. Data from Poland’s National Institute of Public Health supports this concern, revealing that disposable vapes are most prevalent among the 18-to-24 demographic, with many users initiating use before they turn 18.
The proposed legislation extends beyond just vapes. It targets the growing market for nicotine pouches, restricting their sale exclusively to tobacco flavors—a move aligning with WHO warnings about the allure of sweet and fruit flavors to minors. Furthermore, the bill significantly tightens market oversight. The Bureau for Chemical Substances will gain new powers to commission independent lab testing of e-liquids and emissions. In a final sweep, the law would classify new recreational nicotine products—such as gums, aerosols, and drinks—as pharmaceutical goods, requiring rigorous medical approval before they can be sold.
