Russia Approves to Ban Vape and Tobacco Sales at Bus Stops
The Russian State Duma has approved in its first reading a bill that will prohibit the sale of all tobacco products and nicotine-containing products, including e-cigarettes (vapes) and hookahs, at public transport stops. The initiative aims to reduce the accessibility of nicotine products, particularly for young people.
The amendments to the federal law “On the Protection of Citizens’ Health from Exposure to Secondhand Tobacco Smoke…” were introduced by the Legislative Duma of the Khabarovsk Krai in May 2025. Proponents argue that retail pavilions selling cigarettes and vapes are often located at bus and tram stops near schools, colleges, and universities, making these products highly visible and accessible to youth. The bill covers all types of urban and suburban public transport stops.
The Russian Cabinet has supported the document with some remarks. If fully approved, the new restrictions are expected to take effect on March 1, 2026. This legislative move is part of broader efforts to strengthen public health measures against tobacco and nicotine consumption in Russia.
