Spain’s PSOE Pushes for Total Ban on Online Vape Sales
The Spanish Socialist Workers’ Party (PSOE) has submitted a non-legislative proposal (PNL) to the Spanish Congress, seeking a total ban on the online sale of vaping devices and nicotine pouches. Citing a state of “uncontrolled” commercialization, the party aims to restrict sales exclusively to authorized, specialized establishments. This move is designed to curb tax evasion, ensure strict age verification, and address the environmental impact of lithium-ion battery waste from disposable devices.
Public Health and Environmental Mandates
The proposal is driven by alarming data from the ESTUDES 2025 survey, which reveals that nearly 50% of students aged 14 to 18 have used electronic cigarettes—the highest prevalence ever recorded in Spain. PSOE argues that the current digital marketplace facilitates youth access and bypasses health regulations. Furthermore, the party highlights widespread non-compliance with Law 7/2022 regarding the disposal of hazardous materials, as many devices are discarded outside authorized recycling circuits.
To rectify this, the PNL calls for intensified interministerial coordination between Health, Finance, and Ecological Transition. The strategy includes a “one-for-one” return model, requiring manufacturers and distributors to finance waste collection. PSOE also advocates for expanding successful regional initiatives, such as the Vape Recycling Plan by the Federació Catalana d’Estanquers, to a national scale.
