Uzbekistan Hikes Penalties for Illegal E-Cigarette Trade
Uzbekistan has enacted a new law (ÖRK-1098, November 27, 2025) that introduces severe penalties for the illegal trade of electronic cigarettes and nicotine tobacco products. A key addition to the Criminal Code targets the production, sale, storage, transport, import, or export of banned nicotine products like vapes and e-liquids.
Violators caught with “large quantities” or repeat offenders now face strict punishments, including:
- Fines ranging from 300 to 500 times the base calculation amount.
- Correctional labor for 2 to 3 years.
- Imprisonment for 3 to 5 years.
However, the law offers an exemption from criminal liability for those who voluntarily confess, surrender prohibited items, and cooperate with authorities. Concurrent amendments to the law on alcohol and tobacco distribution strictly prohibit the circulation of e-cigarettes and their liquids. These measures aim to protect youth health and curb the illicit e-tobacco market.
