The financial and physical toll of combustible tobacco is hard to ignore. Smoking currently costs North Yorkshire an estimated £400 million annually in health, social care, and wider economic impacts. To tackle this preventable crisis, local authorities are doubling down on tobacco harm reduction. Senior councillors are reviewing a proposal to inject up to £477,000 into a demand-led e-cigarette procurement contract spanning from July 2026 to July 2029.
What does this mean for local smokers? Those actively working with the council’s Living Well Smokefree advisers will gain access to free e-vouchers. Crucially, these vouchers are strictly for the online redemption of reusable, rechargeable devices, aligning perfectly with the nationwide push against disposable vapes. The funding for this initiative is entirely covered by ring-fenced public health money.
Why invest such a massive sum into vaping? The local clinical data speaks volumes. Since integrating e-cigarettes into the stop-smoking service in July 2023, the results have been remarkable. Out of 487 participants utilizing vapes, 363 achieved a successful four-week quit. That is a staggering 75% success rate. Even more impressively, 33% remained entirely smoke-free after a full year.
This initiative is heavily backed by the UK Government’s ambitious Smokefree Generation target, which aims to reduce national smoking prevalence to just 5% by 2030. To support this, North Yorkshire has already been allocated £642,000 for the 2025/26 period. By providing accessible nicotine replacement therapy alongside traditional methods, the council acknowledges a fundamental truth: smokers often need multiple, varied attempts to finally break the habit.
