French Polynesia Bans Disposable Vapes and Restricts Flavors Under New Rules
The Ministry of Health in French Polynesia has presented draft decrees to execute Country Law No. 2025-42, initiating a regulatory shift on July 1, 2026. This intervention addresses a smoking rate that has stagnated around 37% for three decades and responds to high youth exposure documented in the 2024 Ea Piahi Youth Health Survey.
Starting July 1, 2026, several key measures take effect immediately without requiring further decrees. Retailers must pull all disposable vapes (puffs) from shelves. To reduce appeal to youth, e-liquid flavors are restricted to a single fruit flavor, outlawing complex sweet options like bubblegum or cake. Additionally, shops must hide tobacco and vaping products from customer view.
Specialty stores can apply for a display exemption from the health department by October 31, 2026. To qualify, these shops must ban minors from entering and cover their windows so products are invisible from the street. While awaiting approval, qualifying retailers may continue visible sales until December 31, 2026.
New technical rules limit nicotine content to 20 mg/ml, regulate tank and bottle volumes, and mandate child-safety features and health warnings. To prevent sudden business losses, the government has established transition periods. Operators have until February 1, 2027, to sell off stock violating technical rules, and until August 1, 2027, to comply with new labeling standards.
Beginning January 1, 2027, smoking is banned in public spaces, including outdoor restaurant terraces. Establishments may set up designated outdoor smoking zones, but these areas must be clearly marked, have no seating, and offer no food or drink service. Indoor smoking rooms must be fully enclosed, ventilated, and service-free. Similar bans will extend to beaches, sports facilities, and school perimeters.
