Ireland Approves Ban on Disposable Vapes & Nicotine Pouches
The Irish government has officially approved plans to prohibit the retail sale of single-use disposable vapes, marking a significant step in its public health strategy. Health Minister Jennifer Carroll MacNeill received cabinet approval to publish the Public Health (Single Use Vapes) Bill 2025, which will make it illegal for retailers to sell these devices. This move aligns the Republic of Ireland with Northern Ireland, where a similar ban was implemented in April 2025.
In addition to the ban on disposables, the government agreed to develop legislation preventing the sale of other nicotine products, such as nicotine pouches, to minors. The new rules will also ban the advertising of these products in all retail outlets and prohibit their open display in mixed retail environments. These measures will be integrated into the Public Health (Tobacco Products and Nicotine Inhaling Products) (Amendment) Bill, which aims to regulate the appearance, packaging, flavors, and display of all nicotine-inhaling products.
Minister Carroll MacNeill emphasized that the primary goal is child protection. “The measures approved today will reduce the attractiveness and availability of current and future nicotine-containing products for our young people,” she stated. The legislation is designed to be “future-proof,” applying to both current and emerging recreational nicotine products to ensure stable regulation as the market evolves. Minister of State Jennifer Murnane O’Connor welcomed the approval as a vital step to safeguard the health of future generations in an ever-changing market.
