Kazakhstan May Ease Hookah Ban, Stays Strict on Vapes
Kazakhstan’s government is officially discussing a potential reversal of its ban on smoking hookahs (shisha) in public establishments like cafes and restaurants. The news was confirmed on November 13, 2025, by Deputy Minister of Internal Affairs, Sanzhar Adilov, following widespread social media speculation.
Adilov stated that interdepartmental working groups are currently evaluating the framework for this potential change. Key considerations include regulations for importing hookah equipment, defining permitted tobacco blends, and establishing specific rules for time and place of use. He stressed that public hearings will be conducted before any final decision is made and that existing penalties for violations remain in effect for now.
However, the Deputy Minister drew a sharp distinction between hookahs and electronic cigarettes. He reiterated the government’s “zero tolerance” policy towards vaping, highlighting that recent legislation has introduced criminal liability for the sale and transportation of vaping devices. While rules for hookahs may be relaxed, the strict prohibition and legal consequences for vaping will be reinforced, signaling a clear divergence in the country’s regulatory approach to different nicotine products.
